Tottenham lost their second straight Premier League match and failed to score again as Anthony Elanga and Yoane Wissa scored to give Newcastle a 2-0 victory.
Spurs spent £320m on eight new players in the summer, but that investment has yet to pay off for Roberto De Zerbi's side. They were booed off at home a week after losing 3-0 at Brentford, and lacked a cutting edge in their first home league game despite handing a debut to forward Omar Marmoush.
De Zerbi's other key signing, £75m winger Savio, was missing with "muscle fatigue". Midfielder Sandro Tonali, who left Newcastle in a £100m move, was mocked by his former supporters as Newcastle collected their first league win under Matthias Jaissle.
Tottenham were the better side in the first half. Newcastle goalkeeper Lucas Hornicek made saves from Mathys Tel and Jan Paul van Hecke. But Elanga, who struggled last season but scored against Liverpool last weekend, swivelled in the area and sent a shot off the post midway through the second half to put Newcastle ahead.
De Zerbi responded with three substitutes, but Spurs never looked likely to equalise. Wissa, another who disappointed under previous boss Eddie Howe, compounded their misery. Newcastle substitute Nick Woltemade headed a corner into the six-yard box and Wissa, with his back to goal, hooked the ball over his head into the net.
Spurs boss Roberto De Zerbi told Sky Sports: "For 60-65 minutes we played better than Newcastle. We had a chance to score but we didn't. After they scored, we lost distances."
In the 15th minute, Hornicek flew high to his left to parry Tel's curling shot.
In the 17th minute, Hall threw himself in front of Porro's close-range effort to stop a certain goal.
In the 38th minute, Van Hecke rose to meet Fernandes' in-swinging corner and Hornicek did well to keep it out.
In the 48th minute, Marmoush beat Thiaw to the ball in the area and was caught by the centre-back, but referee Peter Bankes waved away loud appeals and VAR stood by the on-field call.
In the 62nd minute, Gonzalez's long diagonal pass forward was headed down by Dedic for Elanga in the area, and the winger hit a shot on the turn that went in off the left post.
In the 72nd minute, Wissa hooked the ball over his head into the net at a corner to double Newcastle's lead.
At full-time, Spurs were booed off. Plenty of home fans had already left, but some who stayed delivered their verdict at the whistle.
